I would think you would need to make sure that the default publisher media resources such as the associated annunciator and conference bridges are removed from any media resource groups that are using them.

In the case where the pub is not going to do any call processing it means deactivate services (CCM, CTI, IPVMSA, etc).

The publisher is already last in the group but we will install more subscribers soon and would want to remove the publisher then.
Ciscos recomendation is to have a dedicated publisher with no call processing services on larger systems
