[cisco-voip] Presence and CUCM Pub

For the presence status "on the phone" make sure you have set up the "associate end users" section of the line configuration page (very bottom), that's the correlation that triggers the SIP PUBLISH to be sent to the presence server for that specific device/line instance (note per line per device).
