Wes,

This is a huge step forward in the locale documentation. Well done and thank you. One minor observation/clarification...

"If you need network tones for which we have no supported User Locale yet, you will need to apply the Combined Network Locale Installer". Is this because "combined" means all languages are bundled into a single installer and hence a tone from a different locale than your own would be adequate?
