[cisco-voip] 911 calls and local route groups and roaming device pools

I'm trying to get my head around 911 calling and local route groups and roaming device pools. 

Right now, I use device pools with 911 route patterns for each location and tag each 911 route pattern with a special DID that we have uploaded to PSALI so that the PSAP knows which building to go to and/or special instructions. 

Am I missing something, or does the device mobility and local route groups assume you are using the external calling mask as the 911 number? 

I can't seem to find a way to easily enable this sort of stuff and tag a special external mask like we're doing now.
