it sends TCP/UDP packets between servers in the same way that the database layer (dbl) uses to perform remote procedure calls (RPC)

If it's not going through then either:
(1) something in the network is blocking ip/udp/tcp
(2) the local firewall on the pub or sub is blocking traffic.  firewall is controlled by cluster manager process.  'utils firewall ...' from CLI
(3) the process that responds the RPC is down/offline/out of commission

98% of the time it's 1 and 2.
