[cisco-voip] Cucm 6.1.5 delay

I found some sort of loop which was constantly consuming 5 ports.  It must have happened during testing and nobody caught it.  A reset of the VM ports put a stop to it.

I'm thinking this may have been part of the issue, if not the entire problem.
