for Ted - is the client on an R&D&Edu network? if you're not familiar with it, many countries operate R&D&Edu networks that operate along side the "commercial" internet with higher speeds and lower RTTs. if a commercial company can swing it, they can sometimes ride over this pipe as well.

When last I checked it was not possible to do that coast to coast and meet requisite RTT.
Exceeding recommended round trip time is recipe for disaster.
