[cisco-voip] CUCM 7.1.3.38000 need to reload for changes

Are you sure of the 38800 after 7.1.3?  Can you confirm on the about
web page or through SSH and 'show version active' command?

The latest SU for 7.1.3 is version 7.1.3.32900-4 (7.1.3b SU2) and
7.1.3b is latest 7.1.3 release I'm aware of.
