Syn-Apps has a great product for doing such that. SA-Announce is the name of the product. Inexpensive and reliable.

I'm looking for some kind of emergency paging system. Is there any solution that would allow us to use the speakers on the phones in case of emergency to send messages to our users?

We use CUCM 7.1.5
