[cisco-voip] Upgrade 6.14 direct to 7.15bSU3

I believe I can download the upgrade from Cisco.com. According to the
release notes that will work.

You will need the signed media from Cisco to do a major upgrade.
Unfortunately, you will have to do this in two parts.  Or, if you have
access to media through PUT, order it again and they typically send you the
latest release in the train.
