[cisco-voip] dial-peer E1 ISDN

If you must have session target, then IP should be routed over the E1
and thus you need channel-group command, not pri-group, to provision
channels into bundle and assign IP address on Serial 0/0/0:groupnumber
interface. Encapsulation over those bundles could be up to u, HDLC or
Frame Relay, but it must match the other side of the E1.

If they say you can't have IP address on serial interface, and it's
just their will, not technical issue, have the address on Virtual
Template and configure ppp on DLCIs of Frame Relay. Interface will not
have IP address then, in running config. Or you might do MLPPP.
Depending on why you are restricted from using IP while setting up
Voice over IP.
