[cisco-voip] documentation question: New and Change information - delta from what?

Typically the SRND has a "what's changed" subsection in each functionality and design section.  That's a pretty good source for this type of information.

I've always assumed it was since the published notes from the last release (any flavor).

I've been reviewing Unity Connection notes between 7.0 and 8.5, and between 7.1.2, 7.1.3 , and 7.1.5 both the new and changed functionality appears to be different each step.

Also, the wording at the beginning of the "changed functionality seems to indicate the information is for that specific release "time frame "only. I understand that to mean the delta is for that exact version.

Granted.. this is connection release notes i'm reading right now, haven't done any close reading the CM ones in awhile. I'm making an assumption on consistency.
