Yes, you can do it. It has been a long time, but if I remember correctly you need a file call XMLDefault.cnf.xml in the TFTP root folder and it contains XML that identifies the model (7940/7960) and what version of SCCP to load. You might even be able to download the firmware only from the Cisco web site and extract it in the TFTP root folder and point the phones to the TFTP server and they will perform the upgrade.
