[cisco-voip] CCMuser pages or not? (CUCM v7)

Anyone out there that has created their own CCMUser equivalent using AXL?  I know one of our internal alpha cluster admins has created a hybrid ccmadmin/ccmuser where users can add their own phones, etc.  

I'd be surprised if one didn't exist given the creative partners out there.
