[cisco-voip] installing firmware on TFTP server only in v7?

Is installing firmware with a .cop.sgn file required on every server in the cluster like dev pack or only on the TFTP server? 

Is this in any readme? 

I'll be running CUCM v7.1(5b)SU2 or some flavour...
