It's not just forwarding a message, but dialing the extension and skipping the greeting or dialing the extension + #2. This becomes even more important when an off-net user calls in to that user and tries to leave a message using one of the above methods. 

I have found the best way to resolve this is to set the quota for these users to 0. This way, no message can ever get into this mailbox from any means. Yes, the user gets a warning message when they log in, but since they only log in to change the greeting, it shouldn't affect them too much. 

There is also a parameter (or used to be) that says "check user quota before accepting a message from an off-net user".

When we listen to a new voicemail, we have the option to forward it to another user. How can we block forwarding to a vmbox that does not take messages? For example, we have a lot of vmboxes that only plays greetings and that don’t allow to take messages, but anyone can forward a message to them. Is there a way to prevent that?
