Remember the holding party determines the MOH source (ie music), the held party determines the server (MRGL). You'll want to have everyone except your special MOH lines use an invalid source, or a source that just plays silence (or beeps, whatever you want). Since the system default for MOH audio source is a drop-down lists where you pick a number it's very easy to make the system default source invalid.

We have a requirement to play MOH only for calls which terminate on a particular team's phones. This team shares incoming PSTN circuits with many other users, most of whom do not want MOH.
If I was to make a MOH resource is available to a gateway (via it's MRGL), but the phone on which the call terminates has "None" set as the User and Network MOH Sources, will any resources be used on the IPVMS server?
