Just to add/confirm some additional info - the User Data Dump tool can
export information about notification devices to csv, including
whether they are active, and can also be configured to run on a
scheduled basis. This would be the preferred / TAC supported method.

If you really want to get into SQL, CUDLI is the best place to start.
It includes descriptions of what each table/view is used for as well
as each column. Of interest to you would probably be
vw_notificationdevicesmtp or vw_notificationdeviceonversation. Each
table has a row for each notification device of that type and has
columns for "active" and "subscriberobjectid".
