[cisco-voip] Span to PC change default disabled to enabled

I am not aware of anything by default.  For anyone sufficiently 
motivated there are a few options:
* Setup a proxy TFTP server that downloads the phone config file from 
CM, rewrites the span to pc option, and serves up the altered file to 
the phone.  This would only work if not using signed or encrypted config 
files
* Use a provisioning tool such as cisco unified provisioning manager 
where you can specify defaults.  it then pushes that configuration in 
for every device created
* Write an AXL script to select phones with span to pc disabled and then 
update those to enable span.  setup a cron job to run this periodically
