[cisco-voip] 9971 And (i)Divert on CUCM 8.0.3

Anyone got iDivert working on 9971 phones?  Finally found that you can
enable the Divert button (as iDivert on these models is known) via the
feature control policy.  Unfort, pressing the Divert key does nothing.  Logs
on the phone show the button being pressed but nothing actually happens to
the call.

Anyone know the missing steps?

Also upgraded the firmware to the latest 9.2 release to no avail.
