[cisco-voip] Phones Not Getting Auth, Idle, Services URLS, etc

I had an issue with certificate data being too long that caused
problems with ITL.  Ultimately the issue was a crappy KVM which
inserted alot of bogus data during install.

Prob a stretch but check out CSCtl45017
