What we don’t know is if he has 30 phones or 15,000, which might be why his Cisco SE is recommending a dedicated tftp server, etc.

You can upgrade to the latest firmware with your existing CCM server. The firmware is backwards compatible.

The strange things is that Cisco tell me to preupgrade to the latest firmware supported on target version, so CUCM 8.5 version,
they give me this pointer:
http://tools.cisco.com/ITDIT/vtgsca/VTGServlet
If is it true, before start CUCM upgrade procedure, I'll need to setup a separate TFTP server, and I'll need to upload to it all latest phone firmare files..
So for me is too much time expensive, and I think it will unnecessary.
What do you thing about?

Are they telling you to upgrade to the latest firmware supported on CCM 4.2.3 or to upgrade to a CUCM 8.5 firmware?

When you upgrade from CCM 4.2.3 to CUCM 8.5, you'll for sure need to update the firmware in your phones. The updated TFTP server should address this for you once your phones register for the first time with the newer CUCM cluster.
What model of phones do you currently have?
I don't understand your concern about cost concerning phone firmware.
