[cisco-voip] access to webdialer

For some reason, I can't seem to log in to webdialer with my userid/password. it works fine going into ccmuser pages. I test with the administrator account and it logs in just fine. 

Are there any usergroups that a user has to belong to to allow access to the webdialer?
