I'm not a routing guy but I wonder if combining IP SLA with policy maps may help in your situation?
A quick Google search brought up this page as an example.

Hi Everybody

I have a problem

-we have CUCM 7.1.5 in HQ "Egypt" and connected with our branch at KSA
"Saudi Arabia" with Leased Line 4 MBPS over Internet
-KSA-phones registered with CUCM from HQ and when the connectivity being
down with HQ the Router act as SRST for these phones
-the problem is our leased line flapping a lot
this make our phones disconnected from our CUCM and Registered with SRST-GW
and Disconnected again ... and so on

I asked about if we able to configure SLA for SRST Timer
meaning:
when Delay time on leased line become smaller than or equal 150msec
remaining registered with CUCM
and when delay become greater than 200 msec disconnected from CUCM and
Registered with SRST

Is this possible ? if so; How can we make it ?
