[cisco-voip] Delay on outbound international calls via FXO

If you're dialing from an FXS port off that router, and it's not MGCP or
SCCP controlled, you wouldn't be using the route patterns.

Although in that case, entering # should still work.  If you describe the
call flow with devices and protocols it may be easier to help.
