Perhaps the telco will accept a terminating # from you, to tell them to stop waiting for digits? I don't think it's a "standard" per se, but is a common enough practice that it might be worth a shot. I'd try sending the # out the FXO and see what happens. That could've been what the previous PBX was doing.

I established that it definitely the Telco causing this delay outbound for international calls for about 15-23s before the call is starting to ring on both IP Phone and the Called Party's phone. Now the next question:
Is there any way I can configure H323 gateway to provide ringback during this time, as I suspect that must have been what the previous PABX was doing?

CCM4.1 with 2801 gateway. 8 x FXO lines. I'm using H323 at this moment. Outbound calls to international calls only, 15-23s before it starts ringing on either phone. Inbound I PLAR all calls to 1 specific number. IP phone will ring, and when you answer there is about 3s delay while other phone(Mobile) still ring before you can say hello.

If you're dialing from an FXS port off that router, and it's not MGCP or SCCP controlled, you wouldn't be using the route patterns.
Although in that case, entering # should still work. If you describe the call flow with devices and protocols it may be easier to help.

As with all FXO problems, it would be prudent to perform an easy 20-second test to see if the cause is perhaps the telco's side, before getting all carried away with stuff on the gateway. If you unhook and gateway and plug in an analog phone to the line and dial the same digits, is there delay?

I don't know, 15s is usually a pretty dead give-away... Is this UCM or UCME? What type of GW and what protocol is controlling the FXO port?
If its CUCM, a detailed set of traces would show pretty clearly what the issue is.

It is not inter digit time out, as we have another 20 sites of the cluster. Also with local and mobile calls it is instant. I have 2 patters for international. 0.00! and 0.00!# obviously discarding predot.

I have an issue with outbound calls in Dubai on FXO via H323. Only international calls. I would call any number internationally, and it would start counting the seconds on the phone and after about 15s it only starts ringing. All this time it is quiet.
Any suggestions?
