[cisco-voip] Don't Deploy 15.1.3T

I've hit that several times. The workaround is "no ip cef", which, if the router is just a voice gateway, is OK, but if the router is being used to push traffic, does indeed have effects on CPU utilization.

I just spent 3 hours with the CCM team to find out MOH audio is getting to the router but not to the PRI in said router. This is 2 different routers.... No official bug yet but I'm about 900% sure the IOS update we did is the issue.
You also can't deploy ZBF with IP SLAs in the same router as there is a bug that makes the ZBF not work....
Wow what a day.
