[cisco-voip] SIP: route incoming INVITE on To header?

This is what I've working on so far.  If I can copy the To header information and drop it into the Request URI that would work.  This is what the Acme Packet SBC does on ITSP networks to help with SIP devices that aren't 100% SIP Connect compliant.
