[cisco-voip] SRST Phones DECEASED

Hi all,
 
I have CUCM 7.1 with GW 
I configured this GW as SRST GW
 
there is 7 ip phones ..... 2 registered with SRST and others give me this status DECEASED

 
this is the config of srst

call-manager-fallback
 max-conferences 8 gain -6
 transfer-system full-consult
 ip source-address 192.168.19.11 port 2000
 max-ephones 58
 max-dn 300
 system message primary SRST-NOUR
 system message secondary SRST-NOUR

what can the cause of this problem?
