[cisco-voip] Access code in CUCM !

Hi all. 

When i mention the access code in cucm, lets say 9 and check the box saying 
provide outside dial tone it provides me the secondary dial tone when i press 9. 
Can someone explain what exactly happens when i dial 9 ? will it try to seize an 
outgoing channel ? or it just provides the secondary dial tone even if all my 
outgoing PSTN (whether E1, sip trunk) are busy ?
