[cisco-voip] XMediusFax eval

I'm trying to configure an XMedius Fax eval.

PRI -> 2821 -> CUCM7.1 -> SIP -> XMediusFax Server

I've got it installed and configured as best I can from the documentation.
The gateway config is correct per their documentation. I can send a fax in
from the outside world and I see it hit the system when I monitor the
voice channels on XMedius. However, a wireshark indicates that the fax
never negotiates to t38, its constantly trying G711 until it fails.

As always, guidance appreciated.
