[cisco-voip] IP Phone rebooted during LAN outage?

I have a customer experienced a short outage in one of the server farm.
I have tested in my lab, even both callmanager goes down together, the phone
won't reboot by itself. It just give me a blank screen.
Under what scenario will the phone reboot by itself? The most interesting
part is 90% of the phones rebooted , 10% of the phone in that room doesn't.
