[cisco-voip] New Network, no DHCP lease on certain phone models

We upgrade firmware on the affected phone and it was able to get a lease. I
cannot find a BUG related to the issue but it seems to be firmware related.
Or maybe the upgrade (effectively a wipe) had something to do with it.
