If all devices at all sites are just using the CUCM software resources, then no. Separate them as follows:
Per-site hardware, such as IOS Enhanced conference bridges and transcoders configured in gateways
Hub Hardware Resources, just as the per site resources above
Hub Software Resources (ANN_, CONFB_, MTP_, MOH_)
I can't think of a good reason to put the media resources of a remote site in the MRGL of another remote site. Even if there was a reason, I'm sure there's a better way to accomplish the same result.

Subject: [cisco-voip] MRGL question
Hi all,
I have a question about media resource group lists. I have read in a Cisco document to have a MRG for each site, and then to have that site's MRGL contain its MRG as the first choice, followed by the MRG of the hub sites, then the MRGs the other remote sites after this. Is that pretty much right?
Bill
