[cisco-voip] Adding Mobility button to 8961

Hi everyone,
How do I activate the mobility button (softkey)  on 8961?

In the past on older phones, i just need to modify the softkey template.
However, now I can't seems to find the option.

In this setup, I'm using 8.5.1SU1. Feature control policy doesn't have this
option.
