I already solved the problem
yes, you are right ip phones and CME on different subnets; and I solved the problem by adding unicast to the command " paging-dn 100 unicast "

Multicast routing isn’t working. Are you using a different subnet for the actual CME than the phones?

Hi all,
 
I have CME and I configured Paging with number 4000 .... all phones attached to the paging connected when dialing 4000 
but they didn't hear any voice 
 
what is the problem ...??

 paging ip 239.0.1.20 port 2000
