[cisco-voip] Can i transmit calling party name to my PRI provider?

I'm pretty sure you're correct... it is just a fluke that PSTN happens to be one of those devices that only supports ASCII charset. I have found that the call display that gets sent out of ATAs and FXS ports to analog sets also uses the ASCII Caller ID field.

Sorry, that should have read, "...I was also told...".

For some reason I thought this field was for transmitting a different field to a phone that didn't support a specific character set, say Cyrillic charset.
