[cisco-voip] CM licensing...... Error: License File already loaded : Only one W1 license file can be uploaded

I'm trying to upgrade my LAB box (CM 8.5.1000) and when I try to install the
License file, I get: Error: License File already loaded : Only one W1
license file can be uploaded.  I have deleted all the licenses except the
upgrade.lic and restarted license manager and CCM.  Do I have to remove the
upgrade.lic file?
