In 8.x the Users are translated to a reasonable number of DLUs for the number of phones you would be expected to have. You get a small level of overage you can get to on the DLUs but after you get to it, no more phones can be added.

Once you get to 9.x next year things will be enforced on a user level.

I've built a QA CUCM cluster.  We purchased 50 PRO CUWL licenses. What will happen if I add 55 users and devices, going over the 50 limit?  Does Cisco enforce the licenses on an 8.0.3 Build?  Thanks.
