Helder,
I think the command 'metering' under cas-custom makes difference and you don't have it.

Thanks for the configuration and confirming the IOS version. Looking at your E1 controller configuration, it mirrors ours –the only exception is the IOS version – we’re running 12.4.13b. We will upgrade to at least 12.4.20T and then re-test.

We have had to implement double answer due to Call collect abuse within brazil..
The config that works for me is
controller E1 0/0/0
framing NO-CRC4
clock source line primary
line-termination 75-ohm
ds0-group 0 timeslots 1-15,17-31 type r2-digital r2-compelled ani
cas-custom 0
country brazil
metering
double-answer
category 2
answer-signal group-b 1
We are running Version 12.4(20)T1 on a 3825.
We had to shut and bring the controller back up for the changes to take affects. Double answer doesn’t block calls as I would like but lets the call ring the dialled number and when they answer the double answer mechanism kicks in then the call is dropped. We to are using TELEFONICA. They where unable to provide any assistance.
