Are the dial-peer pointing to FXO ports? There is a trunk-group command you
can do on the voice-ports.

Subject: [cisco-voip] group voip peers into trunk
Hey,
Is possible to group two or more voip dial-peer into trunk? I would like to
limit max concurrent calls on 3 different peers but not separately like
max-conn does. Basically if one dial-peer takes all lines others will get 0,
thus unable to place call.
