Turns out that for some unknown reason the sub server had reverted to the inactive older partition and was running but the DB's were out of whack. 
Cisco should have the publisher notify if other servers on the cluster are out of version because this one was totally unexpected.

Is your hunt pilot in the right partition? Is it assigned the hunt list?

I checked partitions and CSS and they are correct, I can dial the direct VM Ports (8001-8048) but dialing 8000 gives me a Fast Busy. Hunt List is registered. VM button does not work either even when vm profile is assigned to phone. Any pointers??
