[cisco-voip] VCSc and VCSe with internet endpoints

All video endpoints can register with the VCSc while either VPN'd or on LAN.  Internet video endpoints do not register, get 407 proxy error from VCSc.
Changed authentication to every possible scenario on VCS's internal endpoint can always register but to internet endpoints.
It appears that the internet endpoints reach the VCSe and the VCSc sees the request then produces 407 error.
Any thoughts?
