[cisco-voip] Use Tandberg codec c40 with Multisite as MCU

Hi all!
I have to provide MCU functionality but have only codec c40 with Multisite
lisence.
Can I use it as a general MCU.
I need an opportunity to organize video conference from other endpoints, not
from codec c40.
I have VCS control, so can I register my codec c40 on VCS like MCU?
