Not sure what you mean by "impossible to perform CoS when using it", but with route filters, it's fairly easy to apply CoS. It takes a bit more thinking around it, but even in my case, where we are using the "alternate" approach, we have no problem.

@ wildcard is a special macro function that expands into a series of patterns that represent the entire NANP. 9.@ will load 166 route patterns by default. In addition, the @ wildcard is not practical for the reason that it is impossible to perform CoS when using it. That is why the 9.011! was not matched and 9.@ was.
