[cisco-voip] + sign is not working in CIPC, have to add 00 manually

Are you seeing the + when you select the details? Take a look at the calling party transformation that is correctly configured for that phone or the device pool. If you see it but it's not working. Make sure the phone has access to the globalized route pattern through the configured CSS. HTH
