I have had this a few times, it's called split brain and might be worth 
calling tac and get the DBreplicate process going via SSH.

Question..

I have a client that on Cisco Unity connection 8.5 DRF only the Publisher
is showing up.Where on the Subcriber DRF both servers are showing up

The show cud cluster status on the Pub shows everything on and I have
restarted the master and local on the Pub and the local on the Sub and see
the same thing..
