[cisco-voip] CUCM 8.6 new Feature Services info

Check the API docs for 8.6 for information on the platform soap service.  It's like AXL for the platform (upgrades, reboots, etc).

UDS is a service for devices to use instead of the old corporate directory.  Not too much using it so far (Cius for one) but it'll see more use as newer devices and firmware role out.    It's all done behind-the-scenes so not much to document for customers.
