I just had the same issue on CCX 8.02. However restarting DRF service on Pub fixed it.

It was broke in 7.1(3b) before I got here and I upgraded to 8.5(1)SU1 hoping the upgrade might fix it.

how did the upgrade go? Restore? rebuild of Sub(s)?
I just installed a Pub in my LAB and did a restore and had the same kind of problem. Ended up being I had a Bad IPSEC-Trust cert. Deleted the one with the wrong Pem file and restarted the Local and remote agents and it started working.
I've found some other docs online that say you may have to regenerate the cert and upload to the other CM sub(s).
YMMV

On CallManager 8.5 (1)SU1 I go into Disaster Recovery System > I click on Backup and the pop below gives me the correct choices. Click on Device and I sometimes get no response back from the web page. or I get Status: Local Agent is not responding. This may be due to Master or Local Agent being down. Yet the services show running and I've restarted Cisco DRF Master/Cisco DRF Local with no fix.
I rebooted the publisher with no fix. It was often broke in 7.1(3b) but seems more broken after upgrading CallManager to 8.5.1
Is this a Tomcat problem, what services should I pull traces on?
