[cisco-voip] Extension instead of External Phone Number Mask

I understand his pain. This method don't work well if the customer have 2 DDI range (2 diff type of mask) to send out via same isdn or when SNR(mobility) do a rerouting, the external number will get masked and the worst is there's chance that the external number last few digits might match the company DDI and it confused the SNR user .
